Council simulation game is a collaborative role-playing game where participants act as a national minister of an EU country to present their position and negotiate with the other EU countries. Participants receive role instructions and background documents, then enter rounds of negotiation where they must advocate for their assigned country’s interests. Through debate, alliance‑building, and compromise, they work toward a common EU‑level agreement.
The game’s main features include realistic role profiles, country positions, and structured negotiation phases that mirror real EU procedures. Groups of 20–50 players represent different EU countries, analyse policy proposals, and engage in discussions that highlight how diverse national priorities shape final decisions.
